I think Shaula needs to be more involved, and I think she should at least try to talk to Orion. Maybe he can help in someway. And I don't think she should let Regulus be taken in by Voldemort just to get a Horcrux.

I think that Shaula is wrong, I think she should start trying ot help Sirius and Regulus now. The longer she waits to interfere the harder it's going to get.

She doesn't need regulus to find the locket. she can wait for Voldemort to put it there himself with another house elf from another deatheater.
