You've put a lot of work into this fic, and for that you should be commended. Thanks for sharing.

My review is going to be mostly criticism. Your story showed promise, but you won't get much out of just praise.

I read up through the end of chapter 13, but I found myself skipping huge blocks of text. Why? Because so much of it just wasn't that interesting. There was too much minutia. Some of that was unnecessary exposition, but some of it was an attempt to create "day to day" events that just didn't build towards anything important in the story.

Second, there was too much borrowed from other stories and almost direct repetition of canon. You started with such a massive divergence from canon that things would not have occured in the same way, which would have allowed you to creat entirely new events. Your "borrowing" of HK-47 from KOTR was especially egregious.

You also fell into the habit of portraying Naruto more like I would imagine the author or a typical fanfiction reader's views would be. Your version seems to alternate between displaying Naruto cliches and sounding nothing like him.

Last criticism: I found the idea that Konoha was ruled by a council rather than the Hokage a big turn-off. It's one thing for them to have some influence, especially over non-shinobi affairs, and something else entirely for them to decide almost everything about how the ninja forces are run and the Hokage being akin to the US president who can only veto what he dislikes.

Awesome story found it again after a couple of years. Hope you decide to finish it one day but since it's been over ten years I guess this a dead in the water story now.

I know what you mean about the economy. I've been out of work over 6 years now and still looking. Fortunately I've had family to fall back on but even they are starting to feel it.

re-reading this again, not completely canon anymore, but still terrific, one of my favorite stories over the years.

I must say, I enjoyed reading till here. But reading the interactions between hinata naruto made my mind go, " ew ew ew ew ew..." This is the fourth story I have read by a competent author which has been destroyed by kids interacting in authors wish fulfilling way. I do not mind changes in personas of character, hell I love stories that do that. But the persona must be consistent on itself is a must.

I've noticed some spelling and grammar issues (confusing we're and were, hear and here, as well as there, their, and they're) but other than that you have an awesome story. it's been nearly 5 years since you've updated, so I doubt this story will be updated anytime soon, if ever, but I hope it will. :)
