You're wrong about British Muggle law. You can become legally emancipated at 16. In fact, you can become legally married without parental consent at 16 in Scotland and English people take advantage of that fact all the time at Gretna Green. You can also join the military at 16 and become emancipated that way. Lastly, you can get a court order that emancipates you at 16 if your current legal guardians are unsuitable (read: abusive) and you are able to demonstrate to the court the financial and emotional maturity necessary to live on your own. British Muggle law isn't significantly different from that of most US states. California is a bit more lenient. In California you don't have to prove that your guardians are unsuitable, they just have to not object to your living on your own. California also allows emancipation as early as age 14. That leniency allows a lot of child actors to become emancipated even though they've got decent parents.
