Peter didn't CHOOSE how much money Neal would be allowed for rent. The bureau chose that based on how much it costs to house Neal in prison. It's not Peter's fault if the only thing Neal could get was that flophouse Motel.

Perhaps Neal shouldn't have broken the law and it wouldn't have been an issue.

I've always thought it was rather mean of Peter to try to stick Neal in that horrible flophouse. Peter was rather smug about it too. Neal was looking so lost in that second hand shop, those blue eyes weren't a bit sparkly. Good thing June happened along. Let Peter get all self-righteous about Neal having an aristocratic lifestyle on a peasant's income -I say work those blue eyes and dazzling smile.

As much as Neal is Peter's 'pet' convict, Peter might be considered Neal's 'pet' agent. Both of them need the other.
