one the unsc has a protocol where they do not give any thing to current or potential enemy's
two master chief follows orders to the T

Good story, though it feels a bit blocky. It doesn't "flow" well at times, meaning some things are too sudden when you seemed to be heading in a different direction, or were nonsensical to me the reader. The characters are "in character" though. The whole Shepard blaming Chief was a bit hard to swallow. When contacts come, you take cover. Chief took a step further, and drew fire off of his teammates. That would allow the teammates to not get pinned down in the firefight. I mean, you said there were some 180 mechs? Even if only 20 were there, that's a lot of guns aimed at you if you decide to peek from cover. Getting pinned down is the worst, it means you can't do jack unless you wanna get shot. So grouping together in that situation was probably the worst thing to do, since the Atlas would had had time bought to deploy the missiles without getting shot at by three by the normal Fenrir mechs. Shields allow you to peek from cover a little and all, but really are you going to risk it? Chances are the shields will fall and you'll die if enough of those 20 shots hit you.

I'll rely on you for the MAC stuff, in the end it doesn't really matter. They might had mined the minerals from it from "useless" planets, but even then it's unsure. The Forerunners probably fabricated materials from near nothing, hard light protected Chief from a nuclear explosion point blank and they could make whole rooms out of pure hard light. That just speaks levels of their ridiculous nature.

But technologically on Halo Tier, I would put Council as Tier Three or Two. They rely so heavily on Zero, that it's their source for even artificial gravity. They cant manipulate metals at the molecular level even, the Silaris is simply made out of better stuff than Titanium and squished together by Mass Effect. They've come to lose the innovation needed to have some important Halo tech like terraforming and AI. The Covenant War actually forced Humanity to jump from Three to Two in terms of Tier. I'm not really sure if Protheans were Tier One, the example being Forerunners and Original Humanity. I would say no though, since being on that level implies they could had created the Citadel on their own, and we all know that's not true. The Leviathans are obviously Tier Zero, but at a more biological than technological ability. They accelerated life biologically and made AI technologically, so it goes to show the natural evolution of Technology is making AI, all other civilizations short cut and stagnated because of the Reaper cycle.
