Jazz was set up by his own brother to be an Autobot. But this brother didn't join him (why?), but - probably - chose to be a Decepticon instead... like Jazz wanted to be. So this mystery brother is logical, a bit on the cold side, highly skilled in hacking and a Decepticon. Last hint: Ravage... This sounds like Soundwave!
