Hard to say just now. Not only is this dealing with Alternate Dimensions, but also it's a fanfic. Anything goes and anything can go.

I'll also stab a guess that this Lords dimension's Flash was actually Barry Allen (possibly Jay) although it's certainly possible that Dark KF there is Bart and it was a Wally that died.

Like I said...loads of possibilities. The DCU is filled with green eyes, blonds, red heads. In fact I think the DCU sports a higher percentage of red heads than real life. How many dark eyed, brown haired characters do you see in comics? :P Comics love color.

Except for Batman.
