Well, after reading the first three chapters, if he's got seals impeding his potential he's a super ninja already! Since it seems to be related to his memories something catastrophic must have happened.

His training, the progress he's made has been excellent. He doesn't seem to be communicating with Kyuubi yet.

Nice to not have to go through genin exams, Wave arc and chunnin exams.
