I have to say, I was completely lost half way through. There are so many descriptions and events that either don't add up or contradict each other. You're vocab however is by no means limited, and has great potential. Without direction though, words alone don't make the cut. Don't kill me for the criticism, and I'm sure that in the time this was posted you're writing has improved. If so, I'd suggest a rewrite on the story, because the idea itself sounds incredible.

This story was so damn perfect, I enjoyed every bit of it. I would love for you to continue, for there is so much more story to be told. this story could be the prequel to the re6 game. How does Chris and Piers relationship progress after this little fiasco, how does piers gain a positive reputation within the BSAA, and how will Piers and Jill react to one another? So much more story! Again, I loved it and sincerely hope for more.
