Why is Percy so in the know now but was so clueless first chapter

Why wasn't they they're personal effects seized before they were put in a cell?
Wonder why the fact that Romans and Egyptians meet and choas power didn't help him in any way
Did the cat put the symbol on Percy hand or was it the broken piece of the stone that hit him?
Thought his mom was dead and thought Ra was the sun good

He l should have been better prepared for this mission to many things surprised him that shouldn't have.
Given Percy seem to be enhanced by chaos it's a little weird that his powers did didn't work
