I don't feel that it's too occ that Rias doesn't want to manipulate Issei any longer; that show Rias has some kindness in her and her inexperience in manipulating people, because she get to know Issei more that he goes from a npc to a player. Essentially you, the author, made Rias more human with complex reasoning. Here just hoping that the manipulative characteristics stay within Rias
