Shino does have emotions; he does not let them dominate his life. The issue between Shino and Kiba is about finding the balance with power and control. If Shino gives in too much then he will feel ackward. And Kiba is not as strong as Shino, but if he gives in too much , then he will become "childish." And it is about trust.
