I also think that a great way to sum up Rose and Dimitri's relationship to people like the counsellor, Kirova and Albert; would be that they are in fact meant to be guarding partners for Lissa once they graduate so as a result, there would be no malice in forming a close "appropriate" relationship of trust with Guardian Belikov but anyway its just an idea.
